Role Summary
Blue Energy is seeking a Project Developer to lead development efforts for our Port of Victoria site in Texas. This individual will serve as the single point of contact and day-to-day owner of the project, ensuring coordinated progress across permitting, land, community, technical, and commercial workstreams. Approximately 50% of this role’s capacity will be dedicated to the Port of Victoria project, with the remainder supporting the broader development pipeline alongside our current development team.
The ideal candidate will bring hands-on experience managing complex energy or infrastructure projects from inception through pre-construction, demonstrating strong organizational, stakeholder, and execution capabilities.
Key Responsibilities

Project Ownership & Coordination
Act as the primary point of contact for the Port of Victoria project, driving project schedule, cost, risk, and issue management.
Coordinate with technical delivery while owning non-technical development streams.
Maintain and update project plans, critical path tracking, dependencies, and reporting cadence.

Land & Real Estate
Lead acquisition of easements, access agreements, and related land control items in collaboration with counsel and partners.
Oversee title, survey, and due diligence processes, ensuring deliverables are tracked and closed out efficiently.

Permitting & Regulatory
Identify required permits and develop a permitting roadmap with agencies and consultants.
Manage filings, timelines, and follow-ups, anticipating potential blockers and driving timely resolution.

Community & Stakeholder Relations
Build and maintain trusted relationships with local officials, landowners, and community groups in the Victoria region.
Plan and lead community meetings and engagement initiatives to maintain transparency and alignment.

Interconnection & Transmission
Partner with internal and external transmission teams to track interconnection studies, applications, and milestones.
Align development activities with grid and tie-in requirements.

Commercial & Analytical Support
Support origination and commercial efforts, including site data readiness, CRM management, and presentation materials.
Coordinate project finance inputs.

Vendor & Consultant Management
Procure and manage consultants (environmental, legal, survey, permitting) with clear scopes and deliverable expectations.
Monitor budgets, timelines, and quality control for third-party deliverables.

Governance & Reporting
Provide concise, actionable updates to leadership through decision memos and dashboards.
Maintain accurate documentation and project artifacts across shared systems and tools.
Qualifications
4 – 6+ years of experience in energy or infrastructure project development with full lifecycle exposure (site control, permitting, community, schedule/risk).[CR1]
Proven track record as the accountable lead for a project or major development workstream.
Strong interpersonal and community engagement skills; credible, diplomatic, and persistent communicator.
Working knowledge of easements, title, survey, permitting, and environmental diligence processes.
Familiarity with interconnection/transmission coordination and technical interface points.
Highly organized project manager skilled in RAID logs, vendor oversight, and program reporting.
Analytical competence for supporting commercial activities (data organization, assumptions, materials).
Excellent written and verbal communication skills; adept at summarizing status and risks for executive review.
Willingness to travel regularly within Texas (Victoria region) and to Houston headquarters.
Preferred Qualifications
Experience developing energy or infrastructure projects in Texas or the Gulf Coast region.
Prior exposure to port-adjacent or industrial infrastructure sites.
Familiarity with renewable, storage, or clean energy assets.
Experience using GIS tools or CRM systems (HubSpot) to manage project data.
